Land certificates are very important proof of ownership of land rights. But so far, paper certificates are vulnerable to various problems such as theft, forgery by the land mafia, fire damage, and the processing process which causes long queues at land service counters.
In response to these conditions, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) took an innovative step by digitizing and streamlining manual files into digital documents called electronic land certificates (e-sertipikat).
Media Transfer Process to E-Certificate
The process of converting an analog (physical) certificate to an e-sertificate takes place at the land office. Analog certificates are stamped with a media transfer stamp and uploaded as digital documents (warkah). Analog land certificates are still valid as long as they have not been transferred to e-titles. The public can also still hold analog certificates that have been stamped with a media transfer stamp.
E-Certificate Security Guaranteed
The Ministry of ATR/BPN guarantees the security of e-titles. The original e-sertificate will be equipped with an electronic signature from the National Cyber and Crypto Agency (BSSN) that can be checked for authenticity through applications such as Adobe Acrobat and BeSign. For individuals, e-titles will also be accessible through an electronic safe on Sentuh Tanahku application.
Convenience for the Community
For people who are less tech-savvy or in areas with poor signal access, e-certificates can be printed using special paper. The local Land Office will also assist throughout the migration process and have access to the community's e-certificate.
Through Sentuh Tanahku application, certificate holders can obtain information such as files, certificate details, land plots and locations, and other land services.
E-Certificate Display
E-certificates come in two formats, a physical form and an electronic document. Uniform in form and color, the e-certificate that previously consisted of several blank sheets will become one sheet. The e-sertificate is stored in an electronic system and has an official copy in the form of a secure paper print that can only be printed at the Land Office with the permission of the right holder verified in Sentuh Tanahku application.
Every right holder must be registered in Sentuh Tanahku account to get an electronic safe to store land documents digitally.
This e-sertificate innovation from the Ministry of ATR/BPN is expected to increase efficiency, transparency and security in land data management, and answer the needs of the community in the digital era.
